Damage consistancy

Is it just me, or do my first attacks always do about twice the amount of damage as the second attack in the turn? To the point where it's predictably half. Is that programmed in? Am I supposed to know about it?

rng for this game is basically a second crit chance at early levels. it sucks

It's meant to be that way so that 3 pp moves don't do more damage than a single 5 pp move etc.
