I think we would all appreciate some way of just not encountering Pokemon which are too weak to drop scrolls or scales.

Define weak Pokemon. For Quay for example everything is weak, are you saying he should have the option of walking through the entire PZ world without ever bumping into an enemy? So all the hours I spent mapping trying to make the game a total hell, gone to waste so some hot-shot could prance around as he pleased?!
