How, exactly, does one obtain a Heart Scale? It's been puzzling me for a while. I've been told I have to defeat Pokémon to get it, but what are the chances to drop?

It's a pokemon drop, chances are low.

unless its changed its pokemon drop, only from pokemons that are ...was it 15 or 10 levels away from your own level

so if your 60 and kill 40 level it wont drop

I sure wish you could buy heart scales instead of having to farm for ages to get one. That'd make things a lot easier for 'mons that have difficulty farming (AKA the whole Togepi Line).
 They'd cost a lot of Pokedollars though, for being such an important item.

You can always buy them from other players, as the higher level ones probably obtained all of their attacks and they have no use for the heart scales at the moment.
