Kecleon's got certain moves in Gen. 6 that he can only learn via Transfer, which means he can learn them in every other Gen but the current lacks the resources for him to attain them. Will he be able to get these moves via the Move Tutor person like Zorua or no?

No no, these attacks aren't Heart Scale, in the Pokemon games these are Move Tutor moves, these kinds of moves have not been implemented into PZ as of the time of this post.
